3 Reasons why:

1. you need to be geard to do Raids / Heroics

2. you get gear from raids, but can't get it cause your no geared

You can enter at 55... Before the Hand of Adal patch you needed to have the Onyxia Blood Talisman and be of at least lvl 55 to enter the raid. You can enter at lvl 55 or higher now without the Onyxia Blood Talisman.
