In Korea, if you are caught doing drugs, the consequences are much harsh and worse than the consequences of drug usage in America. ...illustrated most graphically by the paranoia of the Korean government when a Korean shot students at that University a few years back in the States. The govt apologized and were concerned it would impact relations. Such actions and expectation border on ridiculous among westerners. We do not hold a country responsible for one individuals actions.
Of course the media in Korea has an agenda- but htey never write about the rapes of western woman by Korean men. Which is very common in Korea.

everyone thinks that koreas dangerous cuz of koreatown, but seriously i used to live in korea, you can leave a motorbike with the engine turned on for 30 minutes outside a building and when you come back its still there (ive done it and thats what all the pizza delivery guys do)
