The explosion comes from the left and I'm not even sure it came from the tank. Could have been something else alltogether.
Phones etc. are banned from petrol/gas stations and other areas because they interfere with the pumps and fire alarms. They don't have the energy to cause a spark. It is more likely to cause a spark walking in rubber sole shoes.
This was not caused by a mobile phone, the guy used a cigarette lighter. There have been no cases in the world of a mobile phone causing any such outcome. It is a scare tactic used because of a lack of understanding.
Not the mobile phone, they can not ignite vapors, They don't give off any static, Flames or Sparks. But your clothes / body does create static electricity shocks.

On the flipside, firemedic561 targets in on the static electricity. I'm willing to bet it wasn't so much the cellphone as it was a static charge on the guy that ignited the fumes.
It's generally not wise to argue fire science & fire behavior with a firefighter. We typically know what we're talking about.
The light from a cell phone can ignite the fumes. Gasoline fumes are more dense. If you don't belive me try using a lighter. Fill the fumes in a coke can in the dark for at least 1 or 2 mins and then turn on the light. You will see the can will jump and flames shooting out from the top.
