Grifters stay in the city because that is where the prime bennies are, you know things like Baby Momma payments, affirmative action government jobs, low income housing. When the tax bases in these cities decline due to this fact the cities infastructure also declines, then...you have another craphole city to add to the every increasing list, Detroit, Newark, Oakland to name a few.

And the average income for Newark is about HALF of what it is for the state of New Jersey. What factors lead you to believe it is "on the way up????
