Criterion had the packs prepped by Microsoft to be launched at a later date. Today, when the Legendary Cars came out, Microsoft accidentally released the Boost Specials and the Toy Cars. They were subsequently removed from the Xbox Live Marketplace at the request of Criterion Games, one employee of which remarked, "we are displeased with Microsoft (again)".

That's weird. I could see the Time Savers pack, Boost Pack, and Toy Cars pack in the marketplace up until about 1/2 hour ago. Now they're all gone.
The pricing was weird too. Toy Car pack 1 for 480p, #2 for 480p, or both for 1000p. It would usually be cheaper for a bulk purchase.

nah, they do make some sence, CAR pack 1 480p, CAR pack 2 480p, pack 1 and pack 2 AND toy motorbike 1000p
