I'm guessing the limo is a courtesy given to her for her visit to D.C. Normally, like Bill Clinton and George H.W. and Barbara, and now George W. Bush, she has a sizable motorcade composed of the unmarked suburbans.

I didn't think that Mrs. Reagan still received a motorcade of that size.
But I'm glad she does because it means she is well protected!
