Today we have 380 ppm of CO2 in our air. If we are to stay on the "safe side" and only have a 2 degree increase of global temperatures we can not reach 400-450 ppm. The amount increases with a minimum of 3-4 ppm every year (according to the most positive reports).

That is true. We are not cutting down on CO2 emissions at the moment. We are actually increasing our CO2 emissions. Recently EU agreed on a plan of action against climate change. They decided to cut emissions with 20%. But that is far from enough. A 20% cut will result in global temperatures to reach the 3 degree "tipping point" and there will be no turning back.
