Really nice and easy way to defeat him; as soon as you gain control, move towards the left catwalk, past the gun. Go invisible, then go up the stairs. He should be firing where you ran. Get out of his sight, behind him, switch to strength, then let it recharge. As soon as it's full, if you have picked up the gun, switch to your fists and lay a smackdown on him. Four to five hits and you get a minigun,
