As others have said, anime and cartoons are two different things. And cartoons can be equally dark as anime and some anime can be equally slapstick as some cartoons. Most anime's ARE NOT realistically drawn. Show me one anime where the artist makes an attempt at drawing a realistic face, good hunting. And moreover, Anime is a HUGE genre. In Japan you have an anime about just about anything, from Go to fighting aliens and from robots to hamsters. Anime is SOMETIMES drama, but not nearly always.

You can show camera angles that indicate that a ninja is hiding, and IMO if they charge at their enemy screaming, they don't deserve the title of "ninja". Shadow Man is exempt from this rule because he had absolutely nowhere to hide.

And the Chuck Norris thing, you can show it in super-duper-mega slo-mo and it'll be seen, even if you do need to pay close attention.

About the "balls":

They're actually the robots that Wily had commanded to "group together" at (or onto) a ferris wheel to make "Samauri Man".

Earlier in the movie, robots attack at an amusement park. Megaman finds out from the news and jets to the park with Rush, shoots a few robots, then Wily summons the 1000's of robots. With no weapon energy, he retreats to the school to try and get the game from Yutte (while in class) to try to get more energy... only to wait till school's out.

Also, some prototype names for the character before Capcom decided on "Rockman" were "Rainbow Kid" and "Knuckle Kid". Keiji Inafune (the character's creator) has even stated that Mega Man's mental age is that of a ten year old human. Also, this cartoon came out in 1993, thus predating the "original cartoon" that you're referring to.
