There's a permanent magnet in the top of the can. There is an electromagnet in the tire just above the can set to attract the permanent magnet. There is also a sensor that reduces the current to the electromagnet in proportion to how close the magnet in the can gets to the sensor and electromagnet. So.... it "balances"
