Calls without voice should be the most considered as the caller might be injured, ill, in danger, or in a situation that speaking is impossible or might reveal his desperate act of calling 112. It seems dispatchers in this video think it's a silly joke, a call without voice. One more thing, the 112 callers are disconnected right after they give their location and the operator doesn't support them until the police/ambulance/firefighters come.
