The wheel was rolled to the left by 3-4 ft. You can tell because of it's position in relation to the scaffolding and the light pole on the ground. Likem you say this was a busy street corner that day. The wheel originally sat at the entrance to the crosswalk and somebody decided to roll it towards the scaffolding where it was less of an obstruction. So obvious!! A word about the 1st and last tire pics.

Tire #1 is simply not at an angle sufficient to eliminate it as having a gash - it is not good quality evidence, therefore should be downgraded in importance.

Tire #4 is radically contextually different - the entire scene has changed. Large disturbances (police tape, debris, dust) are evident.

Here's my analysis. Bottom line is all the pictures are of the same tire taken at different times, in different conditions, and probably by different qualities of camera lenses.

You have no timestamps for the pics, so we have to infer the relative times. Here's how it goes.

T :21 Your caption is incorrect. There is a gash visible on the front of the tire. However, the picture is somewhat low resolution, and lacks contrast, so the gash is harder to see. But there is a visible tearing of the rubber.

T :26 Same tire, incredibly poor quality, blurry photo doesn't resolve detail properly. Throw it out. Notice the bystanders and police tape are severely out of focus - as is the TIRE!! Big surprise, the gash is still there, but only the lower part is visible.

The final picture has much evidence of disturbance - from WTC collapse likely.
