In Australia, poppers can vary from $10 to $60, but budget around $20 for most, Just make sure quality hooks and split rings are on the lures, Big GT's and heavy Braid soon fine any weak link.
Check out your local tackle shops, they should have a good range of poppers and suitable for a good variety of fish, Or Check out the internet, Plenty of online shops, and even EBay will have plenty of poppers and lures
We average about 15 - 20 Kilos (30 - 40 Lbs) for our Giant Trevally with a few unstoppables, Up to 100 pounds, Our best would be a couple around 35 Kilo's, Big fish on one of our Mothershipping Charters,

Livebait will work, but if catching on livebait, Poppers should too, they imitate baitfish in Distress and Giant Trevally can't help themselves. Worth trying if you know Giant Trevally are in the area. Also try early morning or Dusk, seem to be more active feeding. Try Ebay, Mo Tackle in Australia or Bass Pro and Cabela in america. Although always worth supporting your local tackle shop with local advice as well,

I use a double onto a 1.5m Leader of 100 - 150 lb Mono, using a Uni knot onto the popper.

Maybe try faster shorter strokes or could be your Popper, some poppers are less stable than others, Shorter poppers seem to tangle up more than the longer ones, and are better in calmer weather and chops?
