Where are you getting your facts from? First of all, inner city black poverty has been a huge problem since after the civil war. But it really took off after WWII (when blacks rushed to the cities for jobs because they werent allowed to fight in the front lines).

Second of all, welfare system has been dramatically cut since the 1970's. Reagan cut the welfare budget dramatically, and clinton dramatically cut it again. So, if anything, lack of welfare is causing poverty. Get your facts straight.
