it works because the fog refracts the light around more, instead of a straight beam its going everywhere. Its actually less bright, but easier to see because you see more of the light

Four ways to increase the beam visibility:

1) Reduce light (make it darker)

2) Increase power (higher power laser appears brighter)

3) Increase optical efficacy (The closer the laser's wavelength is to 555nm, the brighter it will appear)

4) Increase the amount of stuff in the air (increase humidity, dust content or add smoke, fog, mist, haze, deoderant, perfume, etc. If all else fails, throw some flour around).

@kingg0d The laser diode in there is fairly weak, only good for 5mW or so. It is literally cheaper just to buy a 5mW pointer off eBay for $8 instead of building a laser from the PS3.
