If your playing a safety shot, either the cue or object ball has to hit a rail in order for it to not be a foul correct? Or is it as long as you hit the object ball it does no matter?

Deeez, at least one ball has to hit a rail ( or a ball frozen on a rail ) AFTER making contact.

Not sure if I ansered this or not, but yes you do have to hit a rail or sink the ball for it to be legal in the game of 9-ball.
