Indenpendance Day is the "birthday" of USA in a sense, it`s a day to commemorate the anniversary of USA gaining it`s independace, and takes place on July 4th.

it isn't illegal in all states. It is a state law. For example, It is illegal to do fireworks in New Jersey but not in Pennsylvania. So it varies from state to state
