That's because CC only activates on a counter; they have to be attacking you for it to initiate

If CC try to hit someone with CC iif they're blocking or not attacking you its just a normal hit

Does this mean you can buffer a command normal after your CC attempt and sort of option select whether or not the CC hits on counter? Like... C hits on normal, cancels into whatever, CC hits on counter, command normal dosen't come out and you do the CC combo

You should just try to combo your CC initiator into something just in case you don't achieve the critical counter, if it does CC, then the buffered move will not come out.
