The Ref is positioned in the right spot to see if Fedor taps. I doubt the Ref didn't react in the Sambo World Championship. The Ref is highly trained to be refereeing a semi-final match in a World Championship fight.

fedor is the number 1 heavey weight he won the pride title which at the time was the top title to have. since then no one has beat him so it really doesnt matter where he goes they have to come to him.
If that was a tap, it was the least clear tap I've seen. To me it appears he may be gripping or grabbing for a lapel or something. And by looking at his arm position I doubt that was the optimal time to tap.

No. Notice how even Ivanov's coaches didn't react as if Fedor tapped. In fact, no one anywhere in the frame reacted as if Fedor had tapped.
I think he swung his hand up to get hold of Ivanov's body or gi, not tap.
