They are not (direct) descendants of people from Europe or Spain but rather had their native land essentially taken over with the language and the culture changed to that of a European influence. So genetically, it would make people from Mexico, central/South America etc a different race. The term "latino" is misleading, because its used like a cultural diffentiation as opposed to a racial one. Hope this helps.

Morocco was under Spanish and French colonisation, but the main influence was clearly French (they occupied the most of the territory), Spaniards were mainly in the Sahara (which now is occupied by Morocco).
Canary Islands and Ceuta&Melilla (in Morocco´s nord) are part of Spain.
But Morocco is not under Spanich influence nowadays! they get the independence from France and Spain in 1956
