Would I be able to make a stop motion like this on Adobe Premiere Elements 7? What I usually do is get the raw footage off of Stop Motion Animator and then put onto premiere elements. I think there should be a better way.

Ha, I didn't use WMM for this video. I really don't like Movie Maker for all the freezing it does. I used Adobe products: After Effects and Premiere CS3.

I used Adobe After Effects. There's still a way to increase the frame rate in WMM though. Just apply the speed x2 effect to make it 16 fps.

Well, it's a program that you can use to make 3D animations. I can't just explain it here because I only get 500 letters to type :). But you can search for some of super3boy's blender tutorials if you need somewhere to start.
