The difference is that racists hate an attribute that people do not choose, and cannot change. You choose your political and religious beliefs, and therefore you can be expected to have to defend them against people who disagree.
Racism is also ultimately futile. One can fight against a political belief or religion and suppress it, but because of biological imperatives, it's far more difficult to stop a race from perpetuating itself. Hitler tried and failed, I doubt you will be successful.

Republicans do have proposals on energy and healthcare, and everything else. Check out Paul Ryan's healthcare proposal as one great example.
Republicans don't want a public option or cap and trade, and so there isn't a lot they can contribute to those bills because the are fundamentally flawed. But they are negotiating and discussing, even if they vote against them.
Obama seems to think that those who disagree with his proposals have no ideas, and that is a ridiculous strawman argument.

The Dems have controlled Congress since the end 2006 elections, which did not begin legislating until January 3rd, 2007. So about 2 years and 8 months. The Republicans had it a decade before that.
Failed policies: Number one would be tax cuts that disproportionately favored the rich, pushed through DURING A WAR.
This single move turned a record Democratic surplus into a monstrous Republican deficit.
