The graf scene changes from country to country, even city to city. For example, where I live people drive cars and they buff the streets the same night you hit it up. Where I used to live people walk or ride the buses, and shit stays up for a long time. There are writers in every town, and they adapt to the environment, thus the culture is changing accordingly.
