There really is no good substitute for chick pea flour. You can easily find it at your local Indian grocery store or online if you don't have one. It is also referred to as besan.
We have never heard of anyone preparing rice flour at home (unless you have a really good dry grinder). It should be readily available in India...its a common ingredient.
Unfortunately, the batata vadas will lose their "perfect" outer texture if you make them too far in advance. A couple of hours would be fine...you can put them in a single layer on a baking sheet and keep them warm in the oven.

@babanachiket : No problem - we use that to add crispiness to the vada - you can leave it out but we suggest you try it with it as well.

Have you guys tried Ice-cream vada? It's cooked the same way, but instead of potato, it's Ice-cream filling. It's famous in some parts of Gujarat.
