Yes, it simply disconnects power to the ne555 which then stops the Pwm logic pulse going to the GATE of the Mosfet. If there is no pulse the mosfet does not let high current through to the motor.
I made it. The main components are a 555 timer chip and a irfz44 N-Ch Mosfet. Heatsink salvaged from a bit of ally off a photocopier and so was the fan. Any old potentiometer from around 10k up will do.
so how do u mod it? can u give me some instructions or links so i can do it. btw im in aus good old new zealand hey haha!

I know that PWMs tend to make transducers produce a wining sound.....would there be any way to reduce it (maybe a capacitor or something)?

Take it up to 60 volts. You may have to replace your controller when you do it.
