its not an arrogant text. It doesn't mean that 'germany should stand above all other countries' in a power-sense but something like 'germany is the most important *to me*'.. Why dont they get that

For someone in England to point fingers about wars and conquest is a bit like the pot calling the kettle black.
This film was created to show the ALLIED troops prior to their being stationed in Germany after WW II, to try and ensure that the troops did not loose sight of the danger of a Nazi or other non-democratic resurgence.

Also, painting Wilhelm II. as a warmonger is hardly accurate. The guy tried to keep peace at all costs sometimes. It took 24 years (1890 - 1914) till he finally succumbed to the military pressure and presummed need to defend germany. Hardly the rabbid warmonger he is presented here.
PS: If he wanted war from the start, he could easily have attacked in 1905, where Russia faced Revolution and France basically stood alone. But he didn't.
That part is pure propaganda. The first three parts were somewhat balanced, but that 4th part is decidly unfair. Especially the thing about the "big german army expansion". No such thing happend at all between 1871 and 1913 (mostly because of concerns by the royality of a possible "peoples army"). Only in 1913 was there a big expansion, but that was because of the Balkanwars of 1912 which swept turkey (a staunch ally of germany) out of europe. Appart from that, no big increase.

The truth is that the Entente had interests in weakening the Reich.
They wanted the war, because they feared the power of Germany and their claims as great power.
