Well, if Sonic and Tails were in this game, they could have determined the difficulty level.

For example:

Tails = easy

Sonic = normal

Super Sonic = hard & hardest

That would have been good, the only problem is Super Sonic wasn't in the show, so it just wouldn't fit to me.

That sounds good, except...Why would Sonic be the Easy level. Besides, Knuckles wasn't in AoStH and he didn't appear until 1994. This game was in 1993. Also, Robotnik being the Hardest level doesn't make sense if you're suppossed to be defeating him in the first place.
