And so Shere Khan dashed into the forest, setting everything he rushed past ablaze until the lush forest was reduced to nothing but a smoldering heap. The End.

The animation is simply inspiring here. After Shere Khan checks Kaa to make sure he hasn't eaten Mowgli, he bunches up and recoils, and when he does, it looks very similar to how a human would recoil. Part of his body is even bent up like a shoulder. Kaa's body has no limbs, but the animators still managed to go above and beyond making his body language expressive.
This whole movie is well-animated, but this scene especially. It's just as fun to watch now as it was as a boy.
@evilemperordude I think it was an old legend that constrictors could hypnotize their prey that found its way into Kipling's novel. However, it is Kaa's movements that induce a trance in the book, not his stare like is shown here.

it's pretty awesome that Sterling Holloway played winnie the pooh, and was so warm and cuddly, and then was creepy as kaa, and downright frightening as the cheshire cat....
