I understand where you are coming from, but posting blank video is not a great solution. You are wasting resources unnecessary and seem to have given up. What else have you done besides try and send emails to google?
the compression used in online flash videos does not allow blank videos to take up bandwidth. 10 mins of nothing makes a small file and as you see loads fully instantaneously. fill it with random constantly changing noise to waste bandwidth.
