This is the worst aspect of the new system: not having a slider to move off-screen objects. The only way I have found so far is to type in the Left and Up coordinates to get your object to move to onscreen. You'll have to experiment to get the placement coordinates right.
If you want to move your object from onscreen to offscreen, select it, drag it over to the edge, then use the arrow keys to "bump" it off (but even then it is hard to gauge by how far you've moved it off).
