How do we create better schools?

Unfortunately I believe the educational model, values and practices upheld by most western communities are terribly out of synch with the current and future needs of young people. My understanding is that there is no common worldwide understanding or agreement on what the fundamental aims of education are, what good curriculum is, what good teaching practice is, nor how to measure and create this on a broad scale.
