I found a way to get the flying thing before killing Tanasinn.

From what I've done, you need to beat the tanasinn guy, get the floating thing, go back to the bear thing, beat the bear thing, then go across the ledge using the floaty thing. I don't know how to do the rest.

Ahaha I remember dying on this thing like 500 times.

Jump the platform to the left, reach the sign, get spiked.

Kill pedobear on the right, fall into gap.

Go through right side of the hole underneath the spikes, get flash kicked.

Don't jump fast enough after Guile, get bodyslammed by Zangief.

And so forth.
