There are black people all over Libya but the only coastal town where they are the overlwhelming majority is Tawergha because they migrated north a long time ago (perhaps due to drought in the south?)

The black people from Tawergha are descendants of former slaves, as slave trade routes went through Libya in past times.

As for Tawergha it's an amazigh name and a story I heard is that Tawergha people migrated north (perhpas due to drought) and they were given the land by a local mufti in the Misrata area who donated his land to Tawergha people.
The slavery story doesn't make any sense because slaves usually melt in the population but a large concentration of black people can only be typical of a migration not slavery

Not necessarily true.
Most Blacks in the USA had a long period of abject existence as slaves. They're prohibited from learning to read & write, because that's empowering. They're put to work, often times, in chains, on isolated plantations, to prevent them from running away....

In towns & cities, Whites (even those who didn't own slaves) WON'T allow Blacks to just wander on any street in their town. (Until the 1950s, Asians, Natives, & Blacks were NOT allowed to freely go into or use restaurants, public places, etc. which Whites used.)
Yet, once slavery was abolished (mid 1860s), thousands of them CONGREGATED to form communities of THEIR OWN, in order to survive & to start families.

There are no large plantations in NW Africa the need for labor was just in the Galleys and most of the slaves where actually Europeans captives.... up to 1.5 million sold in North Africa.

That's if class consciousness does not impedes the integration of "freed slaves" , If all the slaves that were brought in were visibly darker with distinctly different racial characteristics that make them stand out like a sore thumb, then socio-economic barriers might emerge that would prevent & discourage miscegenation creating obstacles that would prevent the descendants of freed slaves from melting into the rest of the population overtime.
