Well - S&D was recorded around 1982/83, for the No life 'til leather demo. Megaman 2 is 1988ish. So, it's possible, but to be quite honest, it's a coincidence. Japan has TONS of musical geniuses, from Nobou Uematsu to Kinuyo Yamashita, who wrote the music for Castlevania fresh outta college in her debut in music-making. Either way, keep blessing my ear-holes.
