That depends on your model phone. Touch FLO3d is an HTC shell to its phones.
If you had a Samsung device running WinMo 6.5, for example, it would have Samsung's shell or possibly run the WinMo interface that you see in this video.
In this video there is no shell and you could install a "cooked" ROM that does NOT have a shell.
Sidenote: a "shell" is a one or two layered interface that operates various functions, usually for navigation, opening programs or initial inputs.
