You had to beat every challenge in the game. Pretty much find all secret tapes and complete all challenges. Completing all the challenges for a zone unlocked a secret character. Like uhhh, doing all challengeso n 99th street got you Rapid99, and one of the sewer areas got Poison Jam..uhhh... Highway Zero for NT-3000 (i think)... Rokkaku Dai Heights for the dog (Potts I think)... etc.

I think this is the technopathetic remix. to bet Zero Beat, you have to go to Shibuya Terminal and collect the grafitti souls and do the challenges. Same with the Love Shockers. If you still don't have them, go to Hikage Street and collect the graffiti souls.
