Actually, It could even be a geostationary satellite orbiting the moon. In the past 50 or so years , The russians and the United states have been conducting a war in space, despite initially signing a " space wars agreement peace treaty " effectively barring either nation from putting weapons of mass destruction into orbit around the earth.. it is not a hot air balloon, the size and shape of the bag is not typical of how they look, my first thought was a side view of a powered parachute, but I don't think anyone would be out flying during hours of darkness.
