my iPhone doesn't have a "+" button in the contacts page..what do i do?

LOL, he deleted a piece of info for the contact but did not delete the contact. Now every time I sync, the deleted contacts come back up. So having the app means I need to delete the contacts twice, at the same time or they will keep appearing.
