I think I remember it being said that Megaman was named "Megaman" (or Rockman) because Roll was watching a Megaman cartoon (as opposed to being named by Data). That is, of course, if memory serves (it's been a couple years XD).

The history of this game tells you that Megaman is adopted, and he was found as a BABY by the Caskett family. So if he grew up to be as he is now, then yes, he is some what human. Maybe he is using some kind of "biometal" or is a cyborg like a terminator, but able to grow up.
