They wanted to make the Elites in Halo 2 and 3 equal but in Reach they're stronger, quicker and taller than Spartans, but in storyline they were supposed to be in each Halo game.

Bonus info.

An Elites walk is near the speed of a Spartans sprint, Elites also are able to control their musceles well and balance things because even in Halo 3 Elites 1 hand a Rocket Launcher but Spartans use 2 hands.
