Yes you're correct. I guess it would have been more accurate to say that it allowed that existing foreign policy to be expanded greatly, and become more open.
Some excellent information in these videos. What I would take slight exception to however is that the attacks brought about a complete shift in our foreign policy. In reality, there was continuity between the Clinton and Bush Administrations' foreign policy operations. As Ron Paul has stated, foreign policy never really changes, regardless of party. It's because groups like the CFR and Rockefellers are pulling the strings behind the scenes (this is now documented by mainstream historians).
