@ElleCM2 From what I understand perps are instructed to stay on the phone with their handler at all times when near the target. It is expected that at some time the target will attack a perp. When this happens the handler can react instantly by either recording the event or alerting police. It is the same theory that says a single woman walking through a parking garage late at night should always keep talk to someone on her phone in case she is attacked or raped. Gathering evidence is the key.

This happens to me regularly. But often times I just let them get in front of me as I don't want them near me. Anyway, the reason why they get close to you because it gives them an accurate signal. Then they are able to attack you more effectively. Cameras is a good way in running them away. Thanks for sharing.
