BB(Black Beard) does need haki if he wants to be the strongest. Haki is superior to all DF abilities, including BB's Darkness fruit. It also greatly increases the attack strength/defense (CoA) and awareness(CoO) of those who master it.

I am open minded, but BB still needs improvement in my opinion. The guy has not beaten anyone that would earn him the title as one of the top tier characters (yet).

More importantly Luffy managed to defeat Geko Moria who is said to have fought Kaidou to a draw which might ruffle Kaidou's feathers especially with Shanks' connection to Luffy who Kaidou seems to dislike.
Unless Drake beats Kaidou- it will be Luffy VS Kaidou.

there are far different levels of Haki, just having haki doesn't make you good, neither does just having a devil fruit, example look at Smoker(Logia but not to strong), then you have Garp who has been ask to become an admiral multiple times over the PAST 20 years, he has no devil fruit and could probably kill any of the admiral (he mentions doing this to Akainu, he also calls him Magma squirt)
Kizaru ha the best devil fruit ability in the entire series. I can't think of anyone that can beat him, not even the other admirals, Aokoji or Akainu. But I think their powers levels are:

Man, Haki enables a person to be able to touch Logia people and Logia objects, not to actually disable their powers. That would be Kairouseki, the mineral with sea water properties.
If Rayleigh infuses Haki in a sword then with it he can damage Kizaru or his light sword, but that doesn't mean the light sword is going to vanish or break just because of contact with Haki.
Remember, Haki enables to touch, not to obliterate. What destroys the enemy is how you use the Haki.
