Simple. a elite force needs to be created by the president of mexico. but not using mexican agents.. perhaps UNITed states ex commandos.. an elite force with unlimited intelligence at their disposal. And one by one the cartel members just simply disappear.. it will bring unstability withing the cartels cause they will trust no one when their bosses and people start missing. There you go.
