This occurs after passing the Speech check to bypass the Ranger Station Charlie side quest, and the next time you talk to Andy; you can fix this by entering set "00084233".bRangerStationCharl­ieStage to 0 into the console). (PC only, btw)

You have to go through every dialogue with Andy, even if you already have. Then walk out Andy's house and Raul should run up to you and talk to you. It worked for me.

This one's easy to avoid, just talk to Loyal & Sterling before iniating dialogue with Andy. This has worked every time I've done Raul's sidequest.

i just never talked to ranger andy until i got raul, then i used all the speech options and checked on ranger station charlie. then as i fast traveled back to novac, raul walks up to me gives me the last part of the story.

For my Bug with the Ranger when i talk to him it zooms in on him and thats it and then zooms back out

@PatchworkRobots You're mistaken about that. It does indeed work even if you've spoken to him before. There was an extra script added to one of his regular lines.

You were 1st supposed to learn the ranger take-down move.. then talk to him..& its doesn't matter who you talk to 1st.. but I talked to the man at Mc Carren, then Loyed. then Andy..

You don't need a mod to fix this glitch on PC. All you need to do is type in the console command listed in my video from fallout wikia. Remember to save and restart your game as you don't gain achievements if you use the console during play.

In order to complete his side quest and get his vaquero outfit you have to recruit him as a companion before you meet Ranger Andy for the first time or you will never be able to complete his side quest, or get the new outfit, or bonus perk. NOTE: i did some research and copied and pasted this message its saying that you "MUST NOT" meet ranger andy before you meet and recruit raul, i dont know if this is true or if it will solve the problem but it would be best to try it out at least

Not sure where you guys get your information on a patch cause I was just playing yesterday and he talked about ranger andy and told the story of what happen but he didnt get the armor. And you get that ending where it says he leaves the wastelands changing his name like he has before that's his ending no matter what you do you get that ending. Every follower gets a certain ending of what happen to them. all you do is leave the room and he talks about andy. And Mrfamous your aim is terrible >.>

On top of not getting the armor, you get the shitty ending as a result, where it says raul travels the waste changing his name and such. Please fix this in Obsidian. I'll look past the incredibly long load times on 360, the freezes that happen periodically, even falling through the world at the train tunnel near Nellis. Just fix this damn quest PLEASE.

You know if I was Obsidian, this seems like it would be a pretty pressing glitch to have fixed. I mean you are basically telling 360 owners(likely the bulk of where you sold the game) that they will never get to see Rauls special garment. Considering he seems like the most interesting companion to have around since you payed Danny Trajo to voice him, it seems like this would be a pressing thing to fix immediately in the next patch.

Actually according to fallout wikia the recent patch that they came out with removes Ranger Andy's part and makes the unmarked quest impossible to complete

I have the same EXACT problem and the worst part is, i looked all over the damn internet and cant find an answer.  I hear tell that you are supposed to exit the room after talking to the ranger guy and THEN Raul talks. But ive done that and it dont work. Ive tried kill/resurrecting andy and it still dont work. If i find anything out ill let you know cause i agree this is lame. Love that All-American gun BTW :)
