The reason Wheeljack is present here is because Transformers: The Movie wasn't released in Japan so according to them it's like nothing ever happened to them.

I also like the use of "Apex Prime" instead of "Ginrai" because "Ginrai" sounds too much like a human name than a robot.

Yes, Wheeljack did die in the movie (though I hear he wasn't suppose to, I think it was suppose to be Smokescreen), the point is he's alive here in a series that takes place after the movie. Let's just say they somehow brought him back from the dead and be grateful.

The later TF series don't really have anything in common with the original G1, apart from similarities in some characters. This Wheeljack isn't supposed to be the same one from the original TF.

not likely you see the people of Japan never got the movie untill the late 80's so they did'nt know that Wheeljack was killed off thats why prowl, Hound, Tracks and Hound are seen in Headmasters!

I've never seen/heard of this series before. Are Apex Prime and Star Sabre supposed to be Optimus Prime and Ultra Magnus? How old is this series? Cool...

No. Apex Prime is really Ginrai, the Godmaster from Masterforce. And even though he looked like Optimus, he wasn't him. And Star Saber is a 'new' character.

Absolutely right. The TFCog fandub uses "Apex Prime" instead of God Ginrai (I guess for us American G1 fans). As I recall in Masterforce, Ginrai's body was originally intended for Optimus (hence why it looks like him).
