you cut off the best part of the scene, when Charlie tells him off at the end, and the Secret Service say to the guy 'don't move, our I swear to god, I'll blow your head off."
So if you were being mugged in the street you wouldn't call for the police?
They didn't call anyone in to fight their battles. They called in the agents to do their job of protecting the girl from the lowlifes who were harassing her and refusing to let her walk away from them. The bullies were trying to start a fight against what they thought were easy targets - big mistake.

@LondonGlyn I completely agree: They did exactly the right thing. It would have reflected badly on President Bartlet to have his senior staff get in a bar fight, even if they were protecting his daughter. It would have embarrassed the Secret Service, whose job it was to protect said daughter. It was a bit like using a sledge hammer to swat a fly, but they didn't have a flyswatter handy.
Fantastic scene. I LOVE Bradley's voice. When he says "How is everybody doing?" and "you guys don't realize it but you're having a pretty bad night" it's just hot
"Oh this is too good to be true."

And it's fun to watch.

There is nothing remotely impressive about calling in someone else to fight your battles for you.
