I finished the game last night, and the answer to your question is... There's no reasons at all. The game is pretty solid with lot of different worlds, characters, bosses, and hidden secrets to get the good ending. It plays a little like Super Mario World because you have a world map and you select the level you wanna play... The concept is original and the level design was very good! Honestly I can't find any good in-game reasons why it was cancelled or abandoned.
I thought Jelly Boy 2 would have been released in 1993 at the latest, and the PlayStation wasn't around then; not only that, Sony was still working with Nintendo on a CD-ROM addon for the SNES, and it wasn't after that partnership failed that Sony went ahead and produced its own console.
Basically, Sony at that time was not about to pull Jelly Boy 2 because it was about to enter the market, and if it did, why didn't we see the game on the PlayStation?

Get the rom and there is a translation patch at romhacking(DOT)net
