M16s have a 20 inch barrel and the designation you said (A3) was fully automatic and only used by the NSW for a very short amount of time. The military currently issues M16A4 MWS (modular weapon system) as service rifles. Neither the M16A4 or the A3 have collapsible stocks as the AR in this video does.

M4A1 Is a weapon with both Semi and Auto Selective capabilities with a Picatinny Rail System. This is simply a M4-Style AR.

No. The M4 Carbine is similar but very different in the overall construction of the weapon. With the gas tube, barrel, buffer tube, buffer, buffer spring... ect being much shorter. The AR is merely a modular civilian target rifle while ours are used for combat. Yes, there are many accessories and special parts that can be swapped out with the weapons but if you attempt swap say Trigger Mechs it wont work because it is almost impossible to do with out remachining the lower receiver.

Yes a semi Auto AR will need drilling and machineing to fit a auto sear pin and auto sear, but it is the same weapon system, but not same format. M16/M4 that is, shorter barrels needed a different buffer weight to have the weapon to cycle properly and maintain the same round per minute.
