I wouldn't know the answers, they never touched the main story of Jak's life in Jak X. Jak X isn't an actual part of the main Jak & Daxter history, it's sort of a side story.
But I'd say yes, considering that there is a Mar Stadium in Jak X (which might be THE stadium) and the speed they changed Haven city between Jak 2 and 3.
